What is the deference between precancerous cells and actual cancer? Particularly in the ?

Identifying cells as cancerous requires that that they exhibit several characteristics. Precancerous cells only exhibit one or more of these characteristics but not enough to be diagnosed as cancer. I am not a cancer expert but in skin cells precancerous cell diagnosis is more frequent than cancerous. It also generally means little to no extensive treatment but more frequent examinations/tests...... A precancerous diagnosis is means "Cautious" but generally "Good" news, because whatever it was it was caught very, very early.
