Is it fair that kerala state govt declared raja ravi varma puraskar to famous artist m f hussain ?

raja ravi varma is the artist who gave face to indian god and goddess in his art, that we see now a days in calenders.. and m f hussain is the artist who defaced indian goddess saraswathi, hanuman, sita..etc...etc... by drawing them naked. my question is that is it fair a secular govt give an award to such a person. whereas some other state ministers in secular india give quotation to kill the artist for drawing a cartoon in a foreign country....??
