Fees for final fantasy xi?

I kno its 12.95 a month. But can you pay by the year and get it cheaper like xbox live? And the IDs, if i pay the extra dollar a month, does that mean i get 2 accounts or 2 character slots? Cuz id like to make my brother an account also without payin another 13 bucks a month
