A question of neglect....?

Not quite the same as a baby going missing but my teenaged daughter once ran away from home. I imediately called the police to report her missing within a few hours after she was expected home. The police told me I had to wait at least 24 hours to make a missing persons report. I did and a few days later she was pick up as a run away. According to my state law, if I had not reported her missing I would have been charged with willful neglect and and abuse. What gives with Casey? Why hadn't she been and still hasn't been charged with at least that!!
